* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying
  and flood-prone locations is imminent or occurring.

* ADDITIONAL DETAILS...
  - At 551 AM EDT, radar estimates and automated gauges reported
    between 2 and 4 inches of rain have fallen.
  - Some locations that will experience flooding include...
    Warren, Kane, Sheffield, Columbus, Youngsville, Wetmore, Russell,
    James City, Spring Creek, Warren South, Chapman State Park,
    Kinzua Dam, Scandia, Ludlow, Garland, Lottsville, Westline,

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don`t drown when encountering flooded roads. Most flood
