.DISCUSSION...A strong, persistent surface-based inversion will
keep the mixing height near 0 ft AGL throughout the day, which
will result in little or no vertical smoke dispersal. All smoke
will remain trapped near the surface and will likely pool in low-
lying areas. Furthermore, high relative humidity (minimum 78%)
will significantly inhibit ignition and combustion. Conditions
will deteriorate rapidly this evening as a strong Pacific storm
approaches. Southeast winds will increase sharply after 9 PM, with
gusts reaching 36 mph overnight. Rain will also become likely,
continuing through a very windy and wet Wednesday.
