The National Weather Service in El Paso Tx/Santa Teresa has issued a

* Flash Flood Warning for...
  Central Dona Ana County in south central New Mexico...

* Until 530 PM MDT.

* At 357 PM MDT, Thunderstorms with torrential rainfall rates up to 3
  inches per hour are moving between Radium Springs and Dona Ana.
  This will lead to flooding on several low water crossings along Del
  Rey Boulevard and La Reina Road, with additional flooding near the
  community of Hill.

  HAZARD...Flash flooding caused by thunderstorms.

  SOURCE...Radar indicated.

  IMPACT...Flash flooding of small creeks and streams, urban areas,
           highways, streets and underpasses as well as other poor
           drainage and low-lying areas.

* Some locations that will experience flash flooding include...
  Leasburg, Radium Springs, Dona Ana and Hill.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate route.
