At 1228 PM EDT, National Weather Service meteorologists reported an island cloud line beginning to form north of the Lower Keys, supportive of potential waterspout formation. Locations that will be affected include... Annette Key, Howe Key, Little Pine Key, Cudjoe Bay, Little Knockemdown Key, Toptree Hammock Key, and Newfound Harbor. PRECAUTIONARY/PREPAREDNESS ACTIONS... Environmental conditions favor waterspout formation. A waterspout would most likely appear beneath a dark, flat bottom of a building cumulus line, just at the hint of rain.
