  low as 31 possible.

* WHERE...In Louisiana, Lafayette, Lower St. Martin, Upper Iberia,
  Upper St. Martin, Upper St. Mary, Northern Acadia, Northern
  Calcasieu, and Northern Jefferson Davis Parishes. In Texas,
  Northern Orange County.
