...Above bankfull but below flood stage levels were observed along
the Rio Grande...

 Thunderstorms in the Rio Conchos watershed over the past 24 hours
 have produced locally heavy rainfall, resulting in elevated flows on
 the Rio Grande in the vicinity of the international bridge.

For the Rio Grande at Rio Grande at Presidio Vehicle Bridge
* The current stage was 14.03 feet (4.3 meters).
* Impacts at 12.0 feet (3.7 meters) the river reaches bankfull, after
  which the flood plain between the levees begins to flood.  No
  damage is expected.

Caution is urged when walking near riverbanks.
