THIS AFTERNOON...

* WHAT...Southeast winds 15 to 25 kt with gusts up to 30 kt this
  morning, becoming southerly by this afternoon at 25-30 kt with
  gusts to 35-40 kt, then becoming northwesterly tonight at 15-20
  kt with gusts to 25-30 kt. 7 to 10 ft seas expected.

* WHERE...The coastal waters from Oregon Inlet to Surf City.

* WHEN...From 8 AM this morning to 5 PM EST this afternoon.

* IMPACTS...Strong winds will cause hazardous seas which could
  capsize or damage vessels and reduce visibility.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Mariners should alter plans to avoid these hazardous conditions.
Remain in port, seek safe harbor, alter course, and/or secure the
vessel for hazardous conditions.
