Update...

No major changes to the FHO for day one; however, we included a new bullet
messaging the return of rainfall late in the week for southeast Texas and
southwest Louisiana. The timing of the limited area was not extended due to
low confidence in potential impacts.

American Samoa remained highlighted as flooding concerns will continue
through today.

Previous discussion as follows

...Isolated flash flooding impacts remain possible across American Samoa
through tonight... Isolated flash and urban flooding remains possible
across southeast Texas into southwest Louisiana this weekend...

American Samoa...
Periods of heavy rainfall will continue through tonight (local time),
likely leading to isolated flash flooding impacts across the islands.

Southeast Texas and southern Louisiana...
Periods of heavy rainfall are expected across the I-10 corridor tonight,
potentially bringing isolated flooding impacts to the region, especially
across southeast Texas. Soils remain dry (NASA SPoRT) and most streamflows
are below normal (USGS) which should help mitigate widespread flooding
issues. Streams in the immediate Houston area are more near normal, so this
in combination with the expansive urban area slightly increases confidence
in potential flooding impacts in this region. The Limited impacts area
remains in place, with overall confidence in flooding impacts being quite
low. Confidence has not increased sufficiently to justify expanding the
valid period of the limited area beyond day three at this time, but it
remains possible that an expansion of the limited area both in time and
areal coverage (further northeast into the Southeast) will be possible for
the mid-to-late week period next week.
