...REPLACES FLASH FLOOD WARNING...

* WHAT...Flooding caused by excessive rainfall is expected.

* WHERE...A portion of northwest Pennsylvania, including the
  following counties, northwestern Forest and Venango.

* WHEN...Until 930 PM EDT.

* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying
  and flood-prone locations is imminent or occurring.

* ADDITIONAL DETAILS...
  - At 732 PM EDT, local law enforcement reported heavy rain in
    the warned area due to thunderstorms. Flooding is ongoing or
    expected to begin shortly. Between 1.5 and 2.5 inches of rain
    have fallen.
  - Some locations that will experience flooding include...
    Oil City, Franklin, Sugarcreek, Hasson Heights, Seneca, Polk,
    Rouseville, Clintonville, Cooperstown, Kennerdell,
    Barkeyville, Woodland Heights, Pleasantville, Cranberry
    Township and Oil Creek State Park.
