* IMPACTS...Conditions will be hazardous to small craft.

* ADDITIONAL DETAILS...The interaction between Invest 90W, the
  monsoon surge, and winds crossing the equator is producing winds
  hazardous to small craft operations. Winds anticipated to weaken
  as early as Tuesday.
