* WHAT...West winds 20 to 25 kt with gusts to 35 kt near outflow
  boundaries.

* WHERE...Palau Coastal Waters.

* IMPACTS...Conditions will be hazardous to small craft.

* ADDITIONAL DETAILS...A leading edge of a monsoon surge is producing
  strong winds and near-gale gusts for the rest of today. Seas will
  remain choppy thereafter as southwesterly and easterly swells
  continue to mix.
