was located near Latitude 26.8 degrees North and Longitude 136.0
degrees East. 23W is moving north-northwest at 28 mph. It is
expected to maintain this general course with a dramatic decrease in
forward speed through Sunday.

Maximum sustained winds have decreased to 30 mph. 23W is forecast
to maintain this intensity through tonight, then weaken,
possibly dissipating as a significant tropical cyclone some time
Sunday.
