            Delayed Report: On Saturday afternoon Sep
            19, a non-mesocyclone tornado (often
            referred to as a "landspout tornado")
            touched down near the intersection of Sand
            Draw Rd (WY Hwy 135) and Oil Springs Rd. A
            103 mph wind gust was measured by a
            vehicle-mounted wind sensor, making this an
            EF1 rated tornado. No other reports of
            damage were received, as the tornado
            impacted a rural area with primarily sandy
            soils and sagebrush. A video of the tornado
            shows a broad surface circulation blowing
            dust into multiple people, then the
            circulation tightened and strengthened,
            impacting a vehicle, were the wind gust was
            measured. Multiple thunderstorms were
            nearby, with associated storm outflows &
            gust fronts interacting, likely contributing
            to brief surface-based circulations in this
            area. A mesocyclone was not evident in the
            nearest storm on radar.
