Cape Fear River At Elizabethtown affecting Bladen County. Cape Fear River At William O Huske Lock And Dam 3 affecting Cumberland and Bladen Counties. PRECAUTIONARY/PREPAREDNESS ACTIONS... Be especially cautious at night when it is harder to recognize the dangers of flooding. Motorists should not attempt to drive around barricades or drive cars through flooded areas.
