The National Marine Fisheries Service announces its determination
that catastrophic conditions exist as a result of Hurricane Michael
in the following Florida counties:  Bay, Calhoun, Dixie, Escambia,
Franklin, Gadsden, Gulf, Hamilton, Holmes, Jackson, Jefferson,
Lafayette, Leon, Liberty, Madison, Okaloosa, Santa Rosa, Suwannnee,
Taylor, Wakulla, Walton, and Washington, and in the following
Alabama counties: Barbour, Bullock, Coffee, Dale, Geneva, Henry,
Houston, Lee, Macon, and Russell.  Therefore, within the affected
areas, all dealers with federal permits are authorized to delay
electronic reporting if unable to access the internet, and dealers
in Individual Fishing Quota programs are authorized to use paper
based forms, if necessary, for Individual Fishing Quota reporting
such as landing transactions.  This authorization will remain in
effect through November 21, 2018.  Questions should be directed to
