Waves 9 to 13 feet subsiding  to 6 to 8 feet after midnight.  THURSDAY  Northwest winds to 30 knots backing west 15 to 20 knots  early in the afternoon. Mostly cloudy with a slight chance of light  freezing rain and snow. Waves 5 to 7 feet.  THURSDAY NIGHT  Southwest winds 10 to 15 knots backing southeast  after midnight. Cloudy with a chance of snow.
