* WHERE...The Niagara River and Buffalo Harbor.

* WHEN...From 11 AM this morning to 7 PM EST Thursday.

* IMPACTS...Winds and/or waves will cause hazardous conditions
  that could capsize or damage small craft.

PRECAUTIONARY/PREPAREDNESS ACTIONS...
