...FLOOD ADVISORY IN EFFECT UNTIL 715 PM MDT THIS EVENING...

* WHAT...Urban and small stream flooding caused by excessive
  rainfall is expected.

* WHERE...A portion of western Texas, including the following
  county, El Paso.

* WHEN...Until 715 PM MDT.

* IMPACTS...Minor flooding in low-lying and poor drainage areas.
  Water over roadways. Ponding of water in urban or other areas is
  occurring or is imminent.

* ADDITIONAL DETAILS...
  - At 520 PM MDT, Doppler radar indicated heavy rain due to
    thunderstorms. This will cause urban and small stream
    flooding. Between 0.25 and 0.5 inch of rain has fallen.
  - Additional rainfall of up to 0.25 to 0.5 inches is expected
    over the area. This additional rain will result in minor
    flooding.
  - Some locations that may experience flooding include...
    Northeast El Paso, Central El Paso, East El Paso, Fort Bliss,
    Biggs Field, Fort Bliss Northeast and Franklin Mountains
    State Park.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be aware of your surroundings and do not drive on flooded roads.

Remain alert for flooding even in locations not receiving rain.
Arroyos, streams, and rivers can become raging killer currents in a
matter of minutes, even from distant rainfall.

* WHAT...For the Blowing Dust Advisory, visibility between
  one-quarter and one mile in blowing dust. For the Wind Advisory,
  east winds 20 to 30 mph with gusts up to 45 mph expected.

* WHERE...In New Mexico, Southern Dona Ana County/Mesilla Valley. In
  Texas, Northern Hudspeth Highlands/Hueco Mountains.

* WHEN...For the Blowing Dust Advisory, until 8 PM MDT this evening.
  For the Wind Advisory, from 9 PM this evening to 6 AM MDT Thursday.

* IMPACTS...Hazardous driving conditions due to reduced visibility.
  Gusty winds will blow around unsecured objects. Tree limbs could
  be blown down and a few power outages may result.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Persons with respiratory problems should make preparations to stay
indoors until the storm passes. Be ready for a sudden drop in
visibility to near zero. If you encounter blowing dust or blowing
sand on the roadway or see it approaching, pull off the road as far
as possible and put your vehicle in park. Turn the lights all the
way off and keep foot off the brake pedal. Remember, `Pull Aside,
Stay Alive`.

Winds this strong can make driving difficult, especially for high
profile vehicles. Use extra caution.
