  Harrison and Upshur Counties.

For the Little Cypress Bayou...including Jefferson...Minor flooding
is forecast.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Do not drive cars through flooded areas.
Caution is urged when walking near riverbanks.
Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Motorists should not attempt to drive around barricades or drive
cars through flooded areas.

* IMPACTS...At 16.0 feet, Lowland flooding will slowly decrease,
  however, the creek will remain above flood stage for several more
  days.

  - At 7:15 PM CDT Wednesday the stage was 14.9 feet.
  - Bankfull stage is 13.0 feet.
  - Recent Activity...The maximum river stage in the 24 hours
    ending at 7:15 PM CDT Wednesday was 15.3 feet.
  - Forecast...The river is expected to rise to a crest of 15.4
    feet just after midnight tonight.
  - Flood stage is 13.0 feet.
  - Flood History...This crest compares to a previous crest of

* WHEN...Until further notice.

* IMPACTS...At 31.0 feet, Flooding of river bottoms and lowlands
  will slowly decrease during the next several days.
  At 35.0 feet, Expect severe flooding of several thousand acres of
  river bottom along with petroleum equipment, secondary roadways,
  and several structures. Preparations should be completed for a
  major flooding event.

* ADDITIONAL DETAILS...
  - At 7:00 PM CDT Wednesday the stage was 28.3 feet.
  - Bankfull stage is 25.0 feet.
  - Recent Activity...The maximum river stage in the 24 hours
    ending at 7:00 PM CDT Wednesday was 28.3 feet.
  - Forecast...The river is expected to rise to a crest of 30.6
    feet tomorrow evening. It will then rise to 33.8 feet early
    Monday afternoon. Additional rises are possible thereafter.

  At 40.0 feet, U.S. Highway 80 will be flooded and closed. Several
  thousand acres of land will remain flooded for several days.

...OZONE ACTION DAY IN EFFECT FOR THURSDAY...

The Texas Commission of Environmental Quality (TCEQ) has declared
an Ozone Action Day for the Tyler...Longview...Marshall areas of
east Texas for Thursday.

Atmospheric conditions are expected to be favorable for producing
high levels of ozone pollution in the Tyler-Longview area on [Day
of the Week]. You can help prevent ozone pollution by sharing a
ride, walking or riding a bicycle, taking your lunch to work,
avoiding drive-through lanes, conserving energy, and  keeping
your vehicle properly tuned.

If required...the next Ozone Action Day notice will be issued by
300 pm on Thursday.
