AFTERNOON...

* WHAT...For the High Surf Warning, dangerously large breaking
  waves of 10 to 15 feet in the surf zone. For the High Rip
  Current Risk, dangerous rip currents.

* WHERE...In Alabama, Mobile Coastal and Baldwin Coastal
  Counties. In Florida, Escambia Coastal, Santa Rosa Coastal and
  Okaloosa Coastal Counties.

* WHEN...For the High Surf Warning, until 7 AM CDT this morning.
  For the High Rip Current Risk, through Sunday afternoon.

* IMPACTS...Breaking waves can sweep people off jetties and
  docks, and into dangerous seas. Life-threatening swimming
  conditions and significant beach erosion can be expected. Rip
  currents can sweep even the best swimmers away from shore into
  deeper water.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Everyone should remain out of the water due to life-threatening
surf conditions. Stay off of jetties, piers, and other waterside
infrastructure.

Swim near a lifeguard. If caught in a rip current, relax and
float. Don`t swim against the current. If able, swim in a
direction following the shoreline. If unable to escape, face the
shore and call or wave for help.

    - LATEST LOCAL FORECAST: Equivalent Tropical Storm force wind
        - Peak Wind Forecast: 35-45 mph with gusts to 60 mph
        - Window for Tropical Storm force winds: through the next few
          hours

    - THREAT TO LIFE AND PROPERTY THAT INCLUDES TYPICAL FORECAST
      UNCERTAINTY IN TRACK, SIZE AND INTENSITY: Potential for wind

        - The flooding rain threat has remained nearly steady from

    - POTENTIAL IMPACTS: Extensive
        - Major rainfall flooding may prompt many evacuations and
          rescues.
        - Rivers and tributaries may rapidly overflow their banks in
          multiple places. Small streams, creeks, canals, and ditches
          may become dangerous rivers. Flood control systems and
          barriers may become stressed.
        - Flood waters can enter many structures within multiple
          communities, some structures becoming uninhabitable or
          washed away. Many places where flood waters may cover
          escape routes. Streets and parking lots become rivers of
          moving water with underpasses submerged. Driving conditions
          become dangerous. Many road and bridge closures with some
          weakened or washed out.

* TORNADO
    - LATEST LOCAL FORECAST:
        - Situation is unfavorable for tornadoes

    - THREAT TO LIFE AND PROPERTY THAT INCLUDES TYPICAL FORECAST
      UNCERTAINTY IN TRACK, SIZE AND INTENSITY: Tornadoes not expected
        - The tornado threat has remained nearly steady from the
          previous assessment.
        - PLAN: Tornadoes are not expected. Showers and thunderstorms
          with gusty winds may still occur.

...FLOOD WARNING IN EFFECT UNTIL 8 AM CDT SATURDAY...

* WHAT...Flooding caused by excessive rainfall is expected.

* WHERE...Okaloosa County in northwestern Florida...
  Santa Rosa County in northwestern Florida...

* WHEN...Until 800 AM CDT Saturday.

* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying
  and flood-prone locations is imminent or occurring. Streams
  continue to rise due to excess runoff from earlier rainfall. It
  will take several hours for all the water from these storms to work
  through local drainage systems in urban areas.

* ADDITIONAL DETAILS...
  - At 1104 PM CDT, broadcast media reported heavy rain in the warned
    area due to thunderstorms. Flooding is already occurring. Between
    6 and 12 inches of rain have fallen.
  - Flooding impacts will continue, but no additional rainfall is
    expected.
  - Some locations that will experience flooding include...
    Wright, Fort Walton Beach, Crestview, Niceville, Destin, Eglin
    AFB, Milton, Valparaiso, Mary Esther, Bagdad, Ocean City, Lake
    Lorraine, Baker, Navarre, Shalimar, Laurel Hill, Cinco Bayou,
    Roeville, Point Baker and Navarre Beach.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the

  lowlands from the Highway 4 Bridge downstream. At 16.0 feet, some
  residential flooding occurs downstream from the Highway 4 bridge.

* ADDITIONAL DETAILS...
  - At 8:00 PM CDT Friday the stage was 1.8 feet.
  - Forecast...The river is expected to rise above flood stage late
    tonight to a crest of 16.1 feet early Sunday morning. It will
    then fall below flood stage early Monday morning.
  - Flood stage is 11.0 feet.
