FOR SOUTHEASTERN LOS ANGELES COUNTY...

At 546 PM PST, Doppler radar and automated rain gauges indicated
torrential rain across the warned area, with rainfall rates of up to
1.25 inches per hour. Considerable flooding is occurring on many
area roadways, including the 210 Freeway, and some roadways may
become impassable.

HAZARD...Life threatening flash flooding. Heavy rain producing
         flash flooding.

SOURCE...Radar and automated gauges.

IMPACT...Life threatening flash flooding of roadways, freeways
         and underpasses, creeks and streams and other urban
         areas.

Some locations that will experience flash flooding include...
  West Covina, Whittier, Glendora, San Dimas, Alhambra, Pomona,
  Pasadena, La Verne, Baldwin Park, Hacienda Heights, El Monte,
  Covina, Azusa, Arcadia, Monrovia, San Gabriel, Pico Rivera,
  Diamond Bar, Montebello and Santa Fe Springs.

At 530 PM PST, local law enforcement reported dangerous debris flows
in Altadena as a result of extremely heavy rainfall that is moving
over the area. THIS IS A VERY DANGEROUS SITUATION!

HAZARD...Life threatening debris flows in and around the Eaton
         Burn Scar.

SOURCE...Law enforcement reported.

IMPACT...Mud, rock, and debris flows are impacting drainages,
         roads, and residences in and directly below the burn
         area.

Some locations that will experience flash flooding include...
  Mount Wilson, Pasadena, Altadena, Sierra Madre, Arcadia and
  Monrovia.

...FLASH FLOOD WARNING FOR THE PALISADES BURN SCAR REMAINS IN EFFECT
UNTIL 8 PM PST THIS EVENING FOR WEST CENTRAL LOS ANGELES COUNTY...

At 521 PM PST, local law enforcement reported multiple vehicles
trapped in mud across the Palisades Burn Scar as a result of
extremely heavy rainfall that moved over the area. THIS IS A VERY
DANGEROUS SITUATION!

HAZARD...Life threatening debris flows in and around the
         Palisades Burn Scar.

SOURCE...Law enforcement reported.

IMPACT...Mud, rock, and debris flows will have the potential to
         impact drainages, roads, and residences in and directly
         below the burn area. Isolated showers may continue into
         Friday morning and mud or debris flows may happen many
         hours after the heavy rain has ended.

Some locations that will experience flash flooding include...
  Malibu, Topanga State Park, Pacific Palisades, Brentwood, Topanga
  Canyon Road through the Santa Monica Mountains and Mandeville
  Canyon.

  expected to begin shortly.

  HAZARD...Flash flooding caused by thunderstorms.

           areas, highways, streets and underpasses as well as
           other poor drainage and low-lying areas.

* WHAT...Flooding caused by excessive rainfall continues.

* WHERE...Los Angeles County.

* WHEN...Until 1000 PM PST Thursday.

* IMPACTS...Minor flooding until the heavier rain moves in this
  afternoon through evening. Then, roadway flooding, especially in
  low-lying and poor drainage areas, and ponding of water in urban
  or other areas will be likely. Shallow rockslides, mudslides, and
  debris flows will be possible, especially near steep terrain and
  in and around recent burn scars.

* ADDITIONAL DETAILS...
  - At 947 AM PST, Doppler radar and automated rain gauges
    indicated light to moderate rain across much of the county.
    Heavier rain will start to move into the area this afternoon,
    with rainfall rates of 0.25 to 0.50 inches per hour and local
    rates up to 1.00 inch per hour will be possible, especially
    near any thunderstorm that forms. In and around recent burn
    areas, shallow mudslides, rockslides, and debris flows are
    possible.
  - Some locations that will experience flooding include...
    Agoura Hills, Malibu, Acton, Wrightwood, Burbank, North
    Hollywood, Universal City, Pasadena, Altadena, Mount Wilson,
    Hollywood, Van Nuys, Alhambra, Downtown Los Angeles, Long
    Beach, Beverly Hills, Santa Clarita, Santa Monica, Northridge
    and Encino, as well as all recent burn areas.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded

  with the greatest risk within or near the Eaton,
  Palisades/Franklin, and Bridge burn scars.


* WHEN...From Thursday morning through Thursday evening.

* IMPACTS...Heavy rain over the burn scars could trigger
  life-threatening and damaging flooding and debris flows.

* ADDITIONAL DETAILS...
  - National Weather Service is forecasting heavy rainfall over
    numerous burn scars with the greatest risk over and near the
    Eaton, Palisades/Franklin, and Bridge, which may lead to
    flash flooding and debris flows.
