An arctic cold air mass moves in tonight with bitterly cold
temperatures into Sunday morning.

DISCUSSION...

A stretch of bitterly cold weather Sunday morning through
Wednesday will be accompanied by dangerously cold wind chills of
-20 degrees or colder at times, especially Sunday night into
Monday morning and Monday night into Tuesday morning.

...COLD WEATHER ADVISORY REMAINS IN EFFECT FROM 6 PM CST /7 PM EST/
SUNDAY TO NOON CST /1 PM EST/ MONDAY...

* WHAT...Very cold wind chills as low as 20 to 25 below zero
  expected.

* WHERE...Portions of central, east central, north central, and
  northeast Illinois and northwest Indiana.

* WHEN...From 6 PM CST /7 PM EST/ Sunday to noon CST /1 PM EST/
  Monday.

* IMPACTS...The dangerously cold wind chills as low as 20 to 25
  below zero could cause frostbite on exposed skin in as little as
  30 minutes.

* ADDITIONAL DETAILS...After some recovery Monday afternoon, another
  round of dangerously cold wind chills is expected Monday night
  into Tuesday morning.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Wear appropriate clothing outdoors, including a hat and mittens or
gloves. Keep pets indoors as much as possible. Make frequent checks
on older family, friends, and neighbors. Ensure portable heaters are
used correctly.

...Risk for ice jams and isolated flooding increasing the next few
days...

Favorable conditions for river ice development and possible ice jams
are expected tonight through early next week, impacting the
Rock, Fox, Des Plaines, and Kankakee river basins.

Bitterly cold temperatures will return to the region tonight and
persist through early next week. This will make conditions favorable
for the rapid formation of river ice on area rivers and tributaries.
River ice spotters and river gauge data indicate that most area
rivers already have some areas of heavy river ice including a few
minor ice jams. New ice jams will be possible along the Rock, Fox,
Des Plaines, and Kankakee rivers, including their tributaries. Any
ice jam that develops will have the potential to cause rises on area
rivers with little warning and isolated areas of flooding are
possible.

This outlook means that elevated water levels and potential impacts
are possible, but not yet certain. Persons along area rivers should
continue to monitor the latest forecasts into next week.
