In northeast Kentucky, Johnson and Martin. In south central Kentucky, Laurel, McCreary, Pulaski, Rockcastle, Wayne and Whitley. In southeast Kentucky, Bell, Breathitt, Clay, Floyd, Harlan, Jackson, Knott, Knox, Lee, Leslie, Letcher, Magoffin, Owsley, Perry, Pike and Wolfe. * WHEN...Through Thursday morning. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. * ADDITIONAL DETAILS... - A passing wave of low pressure will bring additional light to moderate rain to southern and central parts of eastern Kentucky through Thursday morning. Following recent heavy rainfall, another wave of low pressure will bring another round of rain through Thursday morning. With this system, rainfall could be moderate at times mainly south of the Rogers Parkway and KY Highway 80. At this time, up to an additional 1 inch is possible into Thursday morning, with locally higher amounts possible. With antecedent saturated soils, elevated stream levels and snow melt; significant rises and continued high water on creeks and streams is forecast to occur. Near bankfull levels with instances of minor flooding is possible along the main stem of the Cumberland and Kentucky Rivers through Thursday or Friday. An additional round of moderate to heavy rainfall is forecast from late Friday night into Sunday morning. There is still a high degree of uncertainty in rainfall amounts from this system, but should this turn out on the wetter side of solutions, more widespread and potentially significant flooding would be possible.
