This Hazardous Weather Outlook is for portions of eastern and
central Missouri as well as west central and southwest Illinois.

.DAY ONE...Today and tonight.

There is a Wind Advisory for northeast Missouri and west central
Illinois late this morning and this afternoon. Winds of 20 to 30 mph
with gusts to 45 mph can be expected in this area.

There is a Freeze Warning late tonight for parts of northeast and
central Missouri where the growing season has begun. The temperatures
will fall as low as 29 to 30 degrees along with frost developing.

.DAYS TWO THROUGH SEVEN...Friday through Wednesday.

The Freeze Warning will continue early Friday morning across parts of
northeast and central Missouri with lows around 30 degrees.

There is a chance of thunderstorms Saturday night through Sunday
evening.

.SPOTTER INFORMATION STATEMENT...

Spotter activation is not anticipated through tonight.

* WHAT...Northwest winds 20 to 30 mph with gusts up to 45 mph
  expected.

* WHERE...Portions of northeast Missouri and west central
  Illinois.

* WHEN...From 10 AM this morning to 7 PM CDT this evening.

* IMPACTS...Gusty winds could blow around unsecured objects.
  Tree limbs could be blown down and a few power outages may
  result.

  Mississippi River at Lock & Dam 21

  Mississippi River at Hannibal

  Mississippi River at Saverton

  Mississippi River at Louisiana

  Mississippi River at Clarksville

  Mississippi River at Winfield

  Mississippi River at Grafton

  Mississippi River at Chester

River forecasts are based on observed precipitation and forecast
precipitation for the next 24 hours.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Rainfall heavier than forecast could cause river levels to rise even
higher than predicted.  The National Weather Service will monitor
this developing situation and issue follow up statements as
conditions or forecasts change.

Safety message:  Never drive cars, trucks, or sport utility vehicles
through flooded areas.  The water may be too deep to allow for safe
passage.

The Flood Warning continues for
  the Mississippi River at Hannibal
* until further notice.
* At  8:15 PM Wednesday the stage was 19.5 feet.
* Flood stage is 16.0 feet.
* Minor flooding is forecast.
* The river is forecast to crest near 19.6 feet by tomorrow evening.
* Impact:  At 19.0 feet...The Corps of Engineers begins flood fight
  procedures.  At this level, preparations are made to install two
  flood gates at Hill Street and Center Street if the forecast
  exceeds 20.5 feet.

* Impact:  At 18.5 feet...BNSF Railroad main line, 10 to 16 miles
  above Quincy begins to flood at several locations.
