WEDNESDAY...

* WHAT...Life threatening wind chills as low as 60 below.

* WHERE...Western and central North Dakota including the James River
  Valley.

* WHEN...Until noon CST /11 AM MST/ Wednesday.

* IMPACTS...The dangerously cold wind chills could cause frostbite
  on exposed skin in minutes, and hypothermia shortly thereafter.

* ADDITIONAL DETAILS...Conditions may briefly improve during the
  afternoon hours each day.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Dress in layers including a hat, face mask, and gloves if you must
go outside. Use caution while traveling. Carry a winter survival
kit and notify others of your travel plans.
