The National Weather Service in Binghamton has issued a

* Flash Flood Warning for...
  Northwestern Broome County in central New York...
  Northeastern Chemung County in central New York...
  Tioga County in central New York...
  Southeastern Tompkins County in central New York...

* Until 930 PM EDT.

* At 624 PM EDT, Doppler radar indicated thunderstorms producing
  heavy rain across the warned area. Between 1 and 2 inches of rain
  have fallen. The expected rainfall rate is 1 to 2 inches in the
  next hour. Additional rainfall amounts of 1 to 2 inches are
  possible in the warned area. Flash flooding is ongoing or expected
  to begin shortly.

  HAZARD...Flash flooding caused by thunderstorms.

  SOURCE...Radar.

  IMPACT...Flash flooding of small creeks and streams, urban
           areas, highways, streets and underpasses as well as
           other poor drainage and low-lying areas.

* Some locations that will experience flash flooding include...
  Greater Binghamton Airport, Danby, Caroline, Erin, Nanticoke,
  Berkshire, Richford, Newark Valley, Whitney Point, Candor,
  Spencer, Van Etten, Lisle, Willseyville, Slaterville Springs,
  South Danby, Brooktondale, Union Center, Maine and Jenksville.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be aware of your surroundings and do not drive on flooded roads.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate route.

...FLOOD WATCH REMAINS IN EFFECT UNTIL 5 AM EDT MONDAY...

* WHAT...Flash flooding caused by excessive rainfall continues to be
  possible.

* WHERE...Portions of central New York, including the following
  areas, Broome, Chemung, Chenango, Cortland, Delaware, Madison,
  Northern Oneida, Onondaga, Otsego, Schuyler, Seneca, Southern
  Cayuga, Southern Oneida, Steuben, Sullivan, Tioga, Tompkins and
  Yates and northeast Pennsylvania, including the following areas,
  Bradford, Northern Wayne and Susquehanna.

* WHEN...Until 5 AM EDT Monday.

* IMPACTS...Excessive runoff may result in flooding of rivers,
  creeks, streams, and other low-lying and flood-prone locations.
  Flooding may occur in poor drainage and urban areas.

...SCATTERED STRONG TO SEVERE THUNDERSTORMS WITH VERY HEAVY
RAINFALL WILL IMPACT THE AREA THIS EVENING...

Thunderstorms continue to develop across the area and will continue
to move slowly north and eastward into the evening hours. Some
storms will produce torrential downpours, strong gusty winds and
frequent cloud to ground lightning. Isolated to scattered instances
of flash flooding could occur where storms stall, back build or
train over the same locations.

Remain weather aware and have a plan on what to do if strong
thunderstorms or flash flooding strikes. Stay tuned to our
