The National Weather Service in Binghamton has issued a High Wind Watch, which is in effect from Sunday afternoon through Monday afternoon. * WINDS...West 25 to 40 mph with gusts up to 60 mph. * TIMING...Sunday afternoon through Monday afternoon. Peak winds Sunday night through midday Monday. * IMPACTS...Damaging winds will blow down trees and power lines. Widespread power outages are expected.
