In Pennsylvania, Northern Wayne, Pike, and Southern Wayne Counties. * WHEN...Until 1 PM EST Sunday. * IMPACTS...The dangerously cold wind chills as low as 38 below zero could cause frostbite on exposed skin in as little as 10 minutes. * ADDITIONAL DETAILS...The coldest wind chills are expected over the exposed, higher elevations overnight into Sunday morning. Northwest winds will be gusting between 30 to 45 mph at times overnight. Isolated power outages are possible. Wind gusts gradually diminish on Sunday, falling below 30 mph for most locations.
