northeast Pennsylvania.

   Flash Flood Watch.

.DAYS TWO THROUGH SEVEN...Thursday through Tuesday.

A low pressure system is expected to bring showers and thunderstorms
to the region Thursday and Thursday night. Some of the thunderstorms
may produce heavy rainfall and gusty winds. A few thunderstorms
could have damaging winds. Heavy downpours from showers and
thunderstorms could result in flash flooding.

...FLASH FLOOD WATCH IN EFFECT FROM NOON EDT TODAY THROUGH LATE
TONIGHT...

The National Weather Service in Binghamton has issued a

* Flash Flood Watch for portions of central New York and
  northeast Pennsylvania, including the following areas, in
  central New York, Broome and Tioga. In northeast Pennsylvania,
  Bradford, Lackawanna, Luzerne, Northern Wayne, Pike, Southern
  Wayne, Susquehanna, and Wyoming.

* From noon EDT today through late tonight.

* Scattered showers and thunderstorms will develop across
  northeastern Pennsylvania and the Southern Tier of New York this
  afternoon and evening. These scattered showers and thunderstorms
  will be slow moving and drop locally heavy amounts of rainfall
  over an inch. With saturated soils and recent heavy rainfall in
  the watch area it will not take a lot of rain for flash
  flooding to occur.

* More organized showers and thunderstorms are expected Thursday
  afternoon and evening which could lead to additional flash
  flooding concerns. Monitor the forecast for updates.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should Flash Flood Warnings be issued.
