For the Extreme Cold Warning, dangerously cold wind chills as low as 16 degrees below zero expected. * WHERE...Portions of central, northern, northwest, and southern New Jersey and southeast Pennsylvania. * WHEN...For the Wind Advisory, from 4 AM Saturday to midnight EST Saturday Night.
