This Hazardous Weather Outlook is for portions of south central
Arkansas, southwest Arkansas, north central Louisiana, northwest
Louisiana, southeast Oklahoma, east Texas and northeast Texas.

.DAY ONE...Today and Tonight...

No hazardous weather is expected.

.DAYS TWO THROUGH SEVEN...Monday through Saturday...

Severe weather will be possible late Monday into early Tuesday
morning across much of the Four State Region. The greatest risk
area will be over extreme eastern sections of Northeast Texas
eastward into all of North Louisiana where a Day 2 Slight Risk
area exists. The threat for damaging winds, large hail, and
isolated tornadoes will all be possible in and around the
aforementioned area. Some rainfall rates may be high with some of
the stonger activity, especially over Southwest Arkansas, where
some isolated flash flooding may be possible.

.SPOTTER INFORMATION STATEMENT...

Activation of emergency management personnel...amateur radio
operators...and storm spotters may be needed late Monday into
Tuesday.

...The Flood Warning continues for the following rivers in Texas...

  Sulphur River Near Talco affecting Morris, Titus, Franklin and
  Red River Counties.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Do not drive cars through flooded areas.
Caution is urged when walking near riverbanks.
Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

The Flood Warning continues for
  the Sulphur River Near Talco.
* Until further notice.
* At 10:45 AM CDT Sunday the stage was 20.3 feet.
* Flood stage is 20.0 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Recent Activity...The maximum river stage in the 24 hours ending
  at 10:45 AM CDT Sunday was 20.3 feet.
* Forecast...The river will remain near 20.3 feet until a slow fall
  begins late this evening. Expect fluctuations over the week with
  anticipated rainfall. Stage is anticipated to be near 17 feet by
  the end of the week.

Warning for the following rivers in Texas...

  White Oak Creek Near Talco affecting Morris, Titus and Franklin
  Counties.

The National Weather Service in Shreveport has issued a

* Flood Warning for
  the White Oak Creek Near Talco.
* From Wednesday morning until further notice.
* At 8:15 AM CDT Sunday the stage was 8.1 feet.
* Flood stage is 16.0 feet.
* Minor flooding is forecast.
* Forecast...The river will rise to 9.0 feet this evening. It will
  then fall to 8.8 feet and begin rising again tomorrow morning. It
  will rise above flood stage Wednesday morning and continue to rise
  to 17.0 feet Thursday evening. It will then fall again but remain
  above flood stage.
* Impact...At 16.0 feet, Expect minor lowland flooding of creek
  bottoms. Ranchers that may have cattle and equipment in the creek
  bottoms should move them to higher ground.
