rapidly rising river levels across the area. It is likely that many
rivers will reach flood stage late tonight or Tuesday.

...FLOOD WATCH REMAINS IN EFFECT THROUGH LATE WEDNESDAY NIGHT...

* WHAT...Flooding caused by excessive rainfall continues to be
  possible.

* WHERE...Portions of northwest and west central Washington,
  including the following counties, in northwest Washington,
  Clallam, Grays Harbor, Island, Kitsap, San Juan, Skagit and
  Whatcom. In west central Washington, King, Lewis, Pierce,
  Snohomish and Thurston.

* WHEN...Through late Wednesday night.

* IMPACTS...Excessive runoff may result in flooding of rivers,
  creeks, streams, and other low-lying and flood-prone locations.
  Flooding may occur in poor drainage and urban areas. Low-water
  crossings may be flooded. Extensive street flooding and flooding
  of creeks and rivers are possible.

* ADDITIONAL DETAILS...
  - Excessive rainfall tonight and Tuesday with up to 5 inches of
    additional rainfall possible over the Olympics, 2 to 4 inches
    over the Cascades, 1 to 2 inches along the coast and 1 to 2
    inches over the interior lowlands. Snow levels will rise to
    around 9000 feet Monday night before dropping Tuesday.

You should monitor later forecasts and be alert for possible Flood

  North Fork Stillaguamish River Near Arlington affecting Snohomish
  County.

  Stillaguamish River At Arlington affecting Snohomish County.



.Heavy rain will continue in the North Central Washington Cascades
through this afternoon. Another 2 to 4 inches of rain is forecast
before the rain eases late in the day.

For the North West Region...including Arlington, Jordan Rd. Bridge,
Arlington...Moderate flooding is forecast.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don`t drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

Motorists should not attempt to drive around barricades or drive
cars through flooded areas.

MORNING...

* WHAT...Minor flooding is occurring and moderate flooding is
  forecast.

* WHERE...Stillaguamish River at Arlington.

* WHEN...From early this morning to tomorrow morning.

* IMPACTS...At 17.0 feet, the Stillaguamish River will cause
  flooding mainly in the Silvana area, along Norman Road and in
  Florence. A stage of 17 feet on the Stillaguamish River
  corresponds roughly to Phase 3 in the Snohomish County Flood
  program.

* ADDITIONAL DETAILS...
  - At 4:20 AM PST Tuesday the stage was 15.5 feet.
  - Flood stage is 14.0 feet.
  - Recent Activity...The maximum river stage in the 24 hours
    ending at 4:20 AM PST Tuesday was 15.5 feet.
  - Forecast...The river will continue to rise cresting near 17.7
    feet late this morning. The river will begin receding this
    afternoon falling below flood stage Wednesday.

  cause flooding in the Cicero and Swede Heaven areas...Oso Loop
  Road...and SR 530.  Flood waters will also cause riverbank
  erosion. A stage of 14 feet corresponds to Phase 3 in the
  Snohomish County Flood Warning System.

* ADDITIONAL DETAILS...
  - At 4:15 AM PST Tuesday the stage was 13.8 feet.
  - Flood stage is 13.0 feet.
  - Recent Activity...The maximum river stage in the 24 hours
    ending at 4:15 AM PST Tuesday was 13.8 feet.
  - Forecast...The river is expected to rise to a crest of 14.2
    feet late this morning. It will then fall below flood stage
    this afternoon.

  County.



.Heavy rain will continue in the North Central Washington Cascades
through this afternoon. Another 2 to 4 inches of rain is forecast

ending at 1 Am were in the 1.5 to near 4 inch range.

  feet corresponds to Phase 2 in the Snohomish County Flood Warning
  System.

  - At 1:30 AM PST Tuesday the stage was 14.4 feet.
  - Flood stage is 14.5 feet.
  - Forecast...The river is expected to crest near 15.4 feet this
    morning. The river will begin receding this afternoon and
    fall below flood stage this evening.

.Heavy rain will continue in the Central Washington Cascades through
this afternoon. Another 2 to 4 inches of rain is forecast before the
rain rates ease. Rain totals ranged from 1.5 to nearly 4 inches in
the 12 hour period ending at 1 AM.

For the Central West Region...including Gold Bar, Monroe, Snohomish,
Snohomish, Carnation, Snoqualmie Falls, Carnation, Issaquah,
Landsburg, Renton, Auburn...Major flooding is forecast.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

* WHEN...From early this morning to early tomorrow afternoon.

* IMPACTS...At 17.0 feet, the Skykomish River will cause flooding
  from near Index downstream through Sultan to the Snoqualmie.
  Flood waters will cover numerous roads...including Ben Howard Rd...
  Index-Galena Rd and Tualco Loop Rd.  Flooding in the town of
  Sultan will begin.  A stage of 17 feet on the Skykomish River
  corresponds to a Phase 3 in the Snohomish County flood program.

* ADDITIONAL DETAILS...
  - At 12:30 AM PST Tuesday the stage was 11.6 feet.
  - Flood stage is 15.0 feet.
  - Forecast...The river is expected to rise above flood stage
    early this morning to a crest of 17.0 feet late this morning.
    It will then fall below flood stage just after midnight
    tonight.
  - Flood History...This crest compares to a previous crest of
    17.0 feet on 10/30/1997.

INCREASED THREAT OF LANDSLIDES IN WESTERN WASHINGTON...

Rainfall of 1 to 5 inches over the past 3 days has increased soil
moisture to moderate levels across western Washington. Heavy rainfall
of 2 1/2 to 5 inches is expected today through Tuesday night. This
amount of rain will put extra pressure on soil instability, leading
to an increased threat of landslides and debris flows.
