The National Weather Service in the Quad Cities has issued a

* Flash Flood Warning for...
  Southeastern Clinton County in east central Iowa...

* Until 715 AM CDT

* At 311 AM CDT, local law enforcement reported flash flooding
  occurring in Clinton, with a stranded vehicle and water coming out
  of manhole covers. Up to three inches of rain have already fallen.

* Some locations that will experience flooding include...
  Clinton, Camanche, Albany, Low Moor, Malone, Rock Creek Marina and
  Campground, Bulgers Hollow, Folletts, Rock Creek  Park, Clinton
  Municipal Airport and Elvira.

Additional rainfall amounts around an inch are possible in the
warned area.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, urban areas, highways, streets and underpasses as
well as other drainage areas and low lying spots.
