A winter storm will rapidly strengthen Thursday while shifting from the Ohio Valley into southern Quebec. Heavy snow and strengthening winds will shift from the Midwest into northern New England, and will be followed by heavy lake effect snow near the eastern Great Lakes, with possible blizzard conditions.
