.SYNOPSIS...Favorable marine conditions will occur along the Lower
Texas Coast through a majority of the period courtesy of surface
high pressure over the western Gulf of Mexico. Marine conditions
may become a bit more adverse towards the end of the forecast due
to an organizing tropical system in the Gulf of Mexico.
