Caribbean Waters of Puerto Rico from 10 NM to 17N, including the Coastal Waters of Saint Croix... * Until 900 AM AST. * At 803 AM AST, a cluster of severe thunderstorms capable of producing waterspouts was located off to the south to southwest at around 20 miles of St Croix, moving east at 5 to 15 knots. HAZARD...Waterspouts and wind gusts to 40 knots. SOURCE...Radar. IMPACT...Waterspouts can easily overturn boats and create locally hazardous seas.
