Tropical Storm Watches have been issued for Agrihan, Pagan and Alamagan in the Northern Mariana Islands, as Tropical Depression 16W moves towards the islands and strengthens. Heavy rain and gusty winds are expected through Saturday. Severe thunderstorms and heavy rain are expected across the Northern Plains this afternoon into tonight.
